Full planning permission is being sought to demolish the car park at the Great Hall arcade on Mount Pleasant Road.
Tunbridge Wells Borough Council is also seeking permission to flatten the dental surgery and toilets inside Calverley Grounds.
This is to make way for the planned Civic Complex and theatre, which the borough council is also seeking planning permission for.
The plans will be seen by the authority’s planning committee on Wednesday, May 9.
Residents wishing to register to speak at this meeting have less than one week to do so, with the deadline set at 4pm on Tuesday, May 8.
