Tunbridge Wells Borough Council’s Planning Committee will vote on Wednesday on whether to give the go-ahead.
This would see the homes built on land between Speldhurst Road and Bidborough Ridge. Six of these would be classed as affordable.
Documents show a Section 106 agreement would see the developer pay nearly £6,000 towards services such as libraries and social care.
